If I remember right, Bane cannot physically be without venom without the possibly life-threatening withdrawal symptoms. They keep a low dosage on him at all times, is what I read.

Due to Joker paying someone to continue testing on the venom, aka titan, he was relocated there even before the blackgate fires. As such he is in the position to receive the titan product.

Because this has nothing to do with the Nolan-verse in which Heath Ledger appeared as the Joker.

This is a spin-off from the Animated Series of the 90's which is why Kevin Conry (Batman) and Mark Hamill (Joker) are reprising their roles.
