can any driver put a camera into their car as long as a proper camera backet is used and passes scutinneering.

You usually have to go to the media office of the track and get a sticker before scrutineering - the bracket needs to be a decent one (cable tied to the roll cage)and the camera needs to be cable tied to the roll cage too
