not a fair comparison knowing both sides are not running at its native resolution. 360 would be 720p. pc would more than likely be 1080p. Also, PC has antialiasing, antistropic filtering, multiscreen support, higher resolution textures, directx 11. You don't need a pc to play the game, but if you want to play the game immersively, get the pc version. My PC (i5-2500k, gtx560 2gb, 8gb corsair vengance ram, msi mobo, thermaltake v3 case, etc.) was only 800$ btw. Everything maxed every game.
