Germany was only unified as a country in 1871, the Kaiser wanted power at all costs.

The German constitution let the military establishment hold a decision power which was unthinkable in parliamentary democracies like France and Britain. German generals considered in July 1914 that, given the balance of forces, it should be "now or never". Thus Germany invaded neutral countries, and declared war against Russia and France.
To be honest, all was no "unquestioned" by the start of WWI. Europe had already seen the birth of Communism, the French Revolution, Darwinism, several major revolts (especially 1848), and several major shake-ups in power since the 1790s.
Not to mention Freud, Marx, Engels, and dozens of other figures who were in opposition to the social order at the time.
