Yeah, you can actually get there without cheats. You have to get very close to the fence near the beach.. eventually you will be able to ride on it

It's just occurred to me that this level was not completely abandoned. Parts of it, most notable the unfinished highway were used in the Los Angeles level of THPS3

Would you be able to find the original Downhill level as well? I'm sure if you know about the Freeway you will know about this, which of course contains the Chicago part and was later remade for THPS3 in a way.
