Lugia is a legendary pokemon, even though it(IT) has a baby in the anime. Guys, anime is ANIME, but the GAMES are official.

Legendary requierements:

1.Very high stats at level 100

2.Only being one in the game (does not apply for Phione)

3.Having the last numbers in the dex (of their regions)

4.Appearing overworld

5.Needing special criteria to meet the pokemon

The music doesn't count, I guess since a few don't have it.

Many, many Americans actually pre-ordered B/W from Japan and have posted as much information as possible. I checked, a level 60 Rotom is in as a trade for a Ditto. Even in the anime, Rotom isn't seen as legendary. Besides, all legendaries have been seen at least once in a movie; No Rotom has been seen in any movie.
