If I understand the script correctly, the survivours he encounters at the end of the film can only emerge at night, since they're still infected by the disease. Morgan is totally immuned. Of course, how Ruth can be out during the day is never explained. The film crew didn't block off the roads, hence the person on the bike.

@mikecleona If you read the original book "I am Legend" it explains how they develop a drug that allows them to go out in the sunlight.
