billboard are wise people..they are just stating a fact and that decision has a lot to do with her in your face prowess and the feeling of a lot of people who feel she's over-rated. Ironically, its easy to assume she has more people who hate her than like her.She's had 3 years of being huge..but so have so many other artists who just happened to sink away into obscurity; a place where she freely admits her little monsters should follow and join her. Some are speculating that she may do drugs/alcohol to cope and thsi could be disastrous for her. As most of her imagery has been of a costume/ reference theme she should move away from avant garde pretentions and focus on her music, voice and piano talent.
