Personally I don't consider movies like Troll 2 and Manos: the Hands of Fate to be the worst movies ever. Certainly bad, but at least their entertaining. To me the worst would have to be boring, offensive, and unwatchable in some scenes do to the worst kind of quality and camerawork or a complete waste of your expectations. Something like Oasis of the Zombies, Exorcist 2, The 1998 Phantom of the Opera etc. At least The Master and Torgo make enjoyable santanic/Dracula rip-off characters.

Exactly what you said. I don't think you can call a movie "the worst of all time" if it's budget is so low, it couldn't possibly be anything good. I think the worst movies of all time are the ones that still manage to be terrible, in SPITE of having a budget or credible actors. Movies like Battlefield Earth or Ecks vs Sever, for example.

Laughing at a movie like Troll 2 is like laughing at someone in the Special Olympics. What can you possibly expect with a budget like theirs?

Yeah. Granted I think budgets aren't always the problem (they allow creativity) and then there's the trouble it had with sound, but yeah Manos suffered from that. Troll 2 had okay gross-out effects I suppose and the dog scene in Manos had potential too, but that's all you can say for any quality in them. But it's the movies that have high budgets and high expectations that don't deliver that get me. That's where there's no excuse to me.
