The sad part about the cool laser scene (which was in the pilot) is that in the dialog Mac had with the center operator about the laser stated that it was in CO2 gas discharge laser. CO2 lasers are intrinsically infra red so you wouldn't be able to see beams by adding smoke. He would need a ir scope of some type.

Not necessarily. If he is just holding the smoke in his mouth and blowing it out (like it appears that he is) nothing will get into his lungs and he shouldn't get a rush from the nicotine or noxious gases.
