You have to do 5 quests for each city Whiterun, wind helm, markarth, and solitude then you get a special quest, so you have to do 4 special quests in total and then you get te quest Under New Management

Ok I have done darkness returns I upgraded the armour and did all the thrives guild quest for whiterun, markarth, and windhelm. All the main quest are complete for these. But through out it I have never seen a solitude quest even show up only riften stuff is this a bug or did I miss something??

Actually if you sell your armor you can find a pair in the room where Thrynn practices and there is 5 chests in the corner. on the other side of the room there is a barrel with a Pickaxe on it. below the greatsword their is the boots and on the very top is the armor to the left on the table with the little lamp is the hood and finally next to that greatsword there is the gloves. hope that helped if you sold your armor.

@CHiiP954 - she only lets you upgrade one piece. it doesn't matter which one, only that you complete the quest. once you finish the quest line you'll get two new sets of armor superior to any of the upgraded pieces. just get this out of the way with any piece.

You MUST return the skeleton key to get a cheevie and to get this one as well. Returning the key completes the theives guild main quests then you can do these side quests.

THIS WAY TAKES 6 HOURS a faster way is do only the heist jobs with VEX and only the NUMBER jobs with DELVIN . Also if the city you want dosen t come up just quit that job and try again until it dose. AND DO 2 JOBS AT A TIME. I  manage it in 3.5 hours.

@Raytious20 You need to do 5 jobs in every city. Look at the locations. Example if you are working on Solitude do a job from Vex and a job from Delvin but both in Solitude. This way it will be a lot faster. Just quit the job and take the job again if it doesn't give you the right location. It's easy :)

@LordSidness I am having the same problem. I cannot mark it complete with console commands. I found one other person with same problem but his fix does not work for me. I went back to a much earlier save long before I was even eligibile. What I discovered is that the bandit leader and Linwe are both in there at the same time. This is wrong. That may be the reason that the quest does not appear in our log. I cannot become guildmaster now since i cant advance beyond this point.

Is Karliah and Brynloff suppose to be at the Nightngale hall? Because Karliah is still at the Twilight Sepulcher and Byrnloff is still at the thieves guild.

@LiefyTree They don't matter to get this quest, just keep going to Vex and the other guy and you'll get the achievement eventually, when the guild initiates you as Master Karaliah an Brynloff are there too.

@massamipk keep asking vex and the other guy for some jobs. If the job is not for Solitude just quit the job (talk to vex or the other guy) and ask them for another job till you get one for Solitude. locations are totally random, it's just a matter of luck

@XxthenevadaxX You can do jobs for just one of them if you want but it will take you a lot more time. Try doing one job from vex and one from devin at the same time till you do 5 jobs for each of the 4 major cities
