I disagree. Pirates so own ninjas... That is why the militaries of the times back then sucked at taking out pirates (ninjas being the military spies of Japan). Ninjas may have shirikens and swords (which they hardly use) but pirates have everything that can go boom, guns, and swords.
Ninjas = Sasuke, Hanzo Hattori, the Tenchu people, Shadowman.
Pirates = Monkey D. Luffy.
Nuff' said. Luffy phails.

Ninjas - Hanzo Hattori, the Tenchu people (about 4 guys Ithink), Shadowman.EXE, Shadow from FFVI.
Pirates - Jack Sparrow, Ruby Heart. (Pirateman doesn't count. He is a water Robot Master and he gets PWNT by a fire-based weapon. WTF.)
