The DEA loves the violence in Mexico. They call it "a signpost of success" and they still consider all the violence a good thing. The DEA makes money in the war on drugs, by taking what they want and getting another paycheck on top of it.

You'd still have members of the illicit trade killing each other, you'd still have the imbalanced profit motive for foreign countries that produce heroin and cocaine (merely to name two examples) primarily for US markets, and you'd still be putting people whose only crime is against themselves (if you even want to go that far).
