Look over the picture screen... it says Morihiro Saito sensei. (斉藤 守弘 Saitō Morihiro, March 31, 1928May 13, 2002)

He taught in Iwama (Kasama) Ibaraki prefecture, Japan and was an uchideshi to Ueshiba sensei for about 23 years.

His son, Hitohiro Saito keeps the teaching tradition of his father alive as well as the uchideshi program.

Don't study myself but the man is a legend. There is loads about him on the net and in books.
