No, it's a Wii exclusive. You can find similar games on PC though, such as Newton's Playground and Garry's Mod.

Well, there is multiple ways to get balls... If your a boy, well you just got some. If you're a girl then you need to find a boy and tell them you want to fuck them, and then you're set. Hope that helped...

On the left toolbar there is a "set" icon, inside there you can find a ball and ramp set. Just delete the rest of the set and use the ball.

The physics engine is slightly inconsistent. there is a small amount of variability in each collision that in the end cause certain things to miss or to not work. It's frustrating.... Just think how many times I had to re-record this video!
