Yes, and you can steal cars, tanks, etc... you can kill anyone you see if you want (but can cost you) and I beat the game and I am still roaming around causing destruction to anyone who gets in my way. lol. hope that answers enough...

i play it on the PS3, but i did hear that its the same on the ps2, and still good graphics

the map is pretty big... i beat the game and there is still 2 islands i havent gone to, because its so big i usually am fighting in the cities
