However, I need to ask: Cummins has recently upgraded their ISB from a 5.9L to a 6.7L engine, has this made a difference in torque? I've read that the CAT C7 has up to 860 lbs. of torque, yet the ISB only goes up to 660 lbs. Does this truly make a difference, at least in school bus applications?

Yeah, it's a Thomas. You can tell by the wiper blade.
If it were a Blue Bird, the wiper blade would be at the bottom of the windshield.

Yes, it's a FS65 with a B Cummins Engine. It's got some decent power up a grade, we don't get too many Thomas buses over 250 HP
