To expand on my previous point - it would certainly be in "Russian interest" to frame this phenomena within the context of urban myth, as it were. They would like to expand their operations in the region, and they don't need any bad press regarding "spacking out" Penguins,as it were. So they create a disinfo piece which shows some Penguins right near a base who are used to it, they have a joking interview with a woman who actually saves penguins and get her *alleged* colleague to look derisive.
