These are not available in the vanilla japanese version
They are only available in ffX-2 international + last mission, japanese only release which I own.
The pyshic outfit has some very useful attacks, such as freezing time, the festival outfit is more random madness, not that useful.

you cant get these two costumes you can only get them on the japanesse version of the game, it was special added adition which is such a drag i think
