Bobby Seale, co-founder of the Panthers, said that Huey Newton had the idea of starting the group mostly because he wanted to control the drug trafficing business in Oakland. They were surprised that it took off the way it did, and so they changed their goals and made it into a more civil rights oriented group. In that way, their movement started on shaky ground, but then became more positive in it's goals. Ultimately they did move away from violence and negativity.
