I read WABCO came out with this horn about 1934 and it's still made today. It's been used mostly on push/pull cab cars, subway cars, and electric multiple unit passenger cars but rarely on locomotives. found a single horn one on ebay just like yours with a short bit of info if it helps.if a single horn is going for $179.00, multiply that price by 2 and you can value it at ($358.00). listing says single horn versions of these were used on early locomotive switchers. to me, this particular dual model sounds almost exactly like the ones used on early South Eastern Pennsylvania Transportation Authority (SEPTA) trains.
That's not really rare, it was used widely on the NJT commuter railroad on their locomotives

From the nameplate logo, I'd say it is less than 10 years old.

The guards on the front are stock and there main purpose is to keep build up of snow out of them.
