A police officer is taught to shoot for mass, as in shoot the biggest target, which is the upper body. Why would you risk trying to hit their legs? It's your life on the line. cops NEVER shoot unless they are shooting to kill. the fact is that it's simply way too dangerous to shoot to wound: that kind of accuracy is ludicrously difficult, and a wounded suspect will often lash out, harming officers or bystanders.

@jezus2459 No... cops NEVER shoot to kill, they shoot to stop the threat. The quickest way to stop an imminent threat of death or great bodily harm to the officer or other innocent people is by putting one round in the face or upper chest of the person who is creating that threat.
