Really just applying the warning to video's would be enough. Maybe even include a blog of comments about the video on the warning page, users warning users, description maybe like, " I think this is hatespeach" etc.. Information is the key really. An additional degree of security would be ID verification of some kind using a third party ID verification system like Verisign.

If a video receives a sufficient amount of flags then users must use the third party ID verification to view the video, include a disclaimer explaining YouTube doesn't agree with the speakers of the video, By viewing this by choice you can't take legal action vs. YouTube.
