It's a common method of operation on many passenger railroads. The "cab car" is linked up with the locomotive so it can run in push mode. Saves time when it comes to turning a locomotive around the face the forward direction.

It would be even more if the California Zephyr started and ended its run in Oakland instead of Emeryville. But the train would have to be backed through the streets (it doesn't have a cab car, AFAIK), and I guess Amtrak and/or UP didn't want to have to hassle with that.

Oakland-bound passengers, like those going to San Francisco, have to get off the train like everyone else and take a bus to their final destination.

I saw 3 people almost get killed by the train in this video. Will someone On the NEC, the tracks have fences and there are only 3-4 street crossings on the whole line. The only way for someone to get killed by the train up there is if someone falls off the platform. Whoever owns the line in CA needs to consider something like this. This is the longest street crossing I've ever seen. That horn is the loudest I've ever heard too. Great video. :D

That thing is killer loud! But it's not a K5LA. I'm thinking maybe a Nathan M- or P- series, but it is loud, whatever it is! (for comparison, check out almost any other video that has an Amtrak GE P42 locomotive -- they almost always have K5LAs on them.
