They are sanding the boat to re-paint it. Earthrace will be joining the Sea Shepard crew in Antarctica in an attempt to stop illegal whaling. In order to repaint something such as a car or boat you have to sand all of the old paint and clear coat off and get to the base material. The sanding creates a roughed up surface and gives the paint something to adhere to. When It is clear coated it will be smooth.
