@Kakkikeerajad Well noone said a ceremonial president needs to be elected by the people (think of the costs). Executive presidents (like in USA) or semi-executive (like Finland) of course need to be elected by the people. But to say "not appreciated by Estonians" is clearly an exagerration. Criticism against him is far rarer than against the prime minister or Savisaar.

Since the President's visit to Sweden, there has been non-stop criticism of turning a state visit into an avant-garde fashion show (something which is clarly inappropriate for a state visit). Previously the media have criticized his wife's extreme efforts to remain in the limelight. Without a vote, who knows?

In Estonia's case it would be a bad idea, since it's the president, who chooses the candidate for the prime minister, who composes the government. How can a newly elected president make such a hard decision? About the "office" of the first lady, I agree, we don't need such a person, who hasn't been elected by anybody. But the president can do a fashion show himself if he wants to, it's a free country.

But am I mistaken that the political parties bank heads together until they can form a majority government, and then they choose their own candidate for Prime Minister? Isn't it a fait accompli, and the president only rubber stamps the parliamentary decision. That could be done by anyone, including the barmaid at the Nimetu Bar.
@Kakkikeerajad Actually the president decides, who he gives the permission to form a government. In 1999, president Meri named Mart Laar as PM candidate and not Savisaar (they won 18 and 28 seats in parliament respectively) and the parliament agreed with Laar. With adapting the laws, the situation is vice versa. The parliament adopts them, the president decides whether to declare them or not. He doesn't do that if they are against the constitution. So there is a minor role for the president too
