Oh btw Venus does have an atmosphere, perhaps you were thinking about Mercury? Mercury is the planet closest to the sun, Venus being the second and Earth third.

Venus is also VERY toxic, humans have been estimated to be unable to survive on the ground leaving the only valid area for human life in the sky (higher than Aeroplanes would fly) in a giant balloon city (an idea being worked on lol) so hay may be plausible.
