Even if Jill is a member of the Fenmore family by blood, she's still a member of the Foster family by adoption. Therefore Phillip, Chance, Billy, Delia, and Lucy are also members of the Foster family.

I really wish Y&R would've explored the option of changing Jill's parentage, she should've been JILL FOSTER ABBOTT forever plus with the character being the show's longest running character (despite being played by different actresses), she was the only remaining original member of the core families from the beginning of the series, now that's changed.
