Soundproofing a room is very complex. A room is only as strong insulated as its weakest link, which means that you have to insulate everything equally (walls, floor, ceiling, windows & doors.)
The perfect way to that is box within box-technique or simply by mass (heavy walls, floors,...)
But that will be very difficult to achieve and will be costly!
I strongly recommend to advice yourself because it's just not that easy.

Will peacemaker on the outside of the wall provide sound dampening? I'm trying to decide if that would be a better combination of sound-dampening and sound-proofing than audio blankets, which would just provide sound dampening.

How effective is it if you are needing to install it on the outside of the wall? You say not as effective, so I'm curious how much it would help. I'm a renter so I'm researching any possible solutions I can find to avoid bothering the neighbours with my home studio.

@mahlahh You could use the Peacemaker exposed on the drywall, and it'll work effectively. Just make sure to keep your expectations set a little lower than if it was installed properly behind drywall. It helps, maybe about 30%. Usually people use two layers to enhance it's performance about 50%! Give a call so we can discuss. I'm happy to help!

@darren0512341 Well, that is typically how to install it. You would have to get creative has to how to hang it without putting nails in the apartment walls. You can do that, and before you leave, just add some filler to those nails and your landlord won't notice! Hope this helps.

I would talk to your landlord first.. you may not be able to make that extra wall? Well if you are able to, then Peacemaker would be fine if you placed it on the existing wall, followed by a layer of sheetrock. Obviously, you will get better results, if you use a double sided sheetrock wall with both sides containing peacemaker. Adding more mass will help with the isolation. Hope this helps!

It all depends on the type of sound you're looking to block..the lower, louder sounds are going to obviously need the most treatment, so depending on what kind of sound it is you're trying to block, you may or may not need additional insulation. Has this product been reviewed by any of the trade journals? Have your claims been verified by an independent lab? Or should I just ask my clients to trust you? (That wouldn't fly.)
