Um the bottom bar is called object dock, object dock costs money but you can always go get Rocketdock which is free and pretty much the same thing. To put your taskbar on top like that you must right click the taskbar then uncheck "lock the taskbar" now just left click and drag to which ever side you want. If you really want a mac look you can get Vista OSX which is a mod for vista that makes your PC look exactly like a mac, only thing left to get is a finderbar which can also be downloaded.
