If we could hoist the 12000000kg(for CMS at least) thing into the air and look at the cosmic ray collisions directly, we would; but we can't, so we build a 'cosmic ray generator' like device, and look at it on the ground, in more controlled conditions.

In order to a create a black hole you will need at least the power output of a sun going supernova. Now as we can see it is impossible for us to do this as our planet does not output that much power. Thus the LHC is safe.

This isn't exactly true. The point is that it takes something that size to produce a black hole with nothing but natural processes via gravity. You can certainly in theory surpass the schwartzchild radius of an object with something much smaller provided enough energy, it just wouldn't be gravity alone causing it. Also, the black hole wouldn't be able to propagate since gravity on that scale is such a ridiculously weak force.
