@dave0mary Foul line has nothing to do with it. Per the MLB rules, it's a balk if "the pitcher, while touching his plate, accidentally or intentionally drops the ball." See MLB rules paragraph 8.05(k)

@VonTrousers It seems it would still be open to interpretation. A pitch is a ball delivered to a batter. It doesn't say behind the back or whatever. In this video, it could still be construed as a pitch as by definition. The precedent might be that - "that will always be a balk" in OBR. I do college and FED umping, and a dropped ball while touching the rubber is a balk unless it crosses a foul line. In that instance, it is a ball.

This ruling really needs to specify if this includes the wind-up. As it does not specify I will assume it does, and any wild pitch that doesn't reach the catcher is a balk.
