Yes, because people fill the meter the second their car stops. these 24 seconds are probably the minimum amount of seconds it takes someone to put change into the meter.
Do what someone's doing in Birmingham, bash the bastards! Someone's gone to town on this town's parking meters, busting nearly 3/4 of them thruout, costing this town between 30 and$ 70,000 a month in lost revenues.
Nearly the entire city's meters are malfunctioning either due to the vandal(s) or mechanical failure, most of them covered with WalMart bags to indicate such, and still - they write tickets, which can be voided if taken to parking enforcement and proof of bad meters is given.
@BisonAP I appreciate your support but I'll fight my battles on a more legal turf. I go to court on the 29th and I'll post it for you all to see the results.

to press charges you have to show damages. He could dispute the ticket and probably win in light of this damning evidence.
but he wouldn't be able to file civil suit unless he actually paid the fine already.
