@DarkheroNateX That wasn't him, he was spectating. And there person put up their spray. Press T. Use the Multiplayer tab in Options to change your spray image.

I had a good day in TF2 today. I got a revenge taunt on a scout, then cleared the enemy's battlements with taunt kills then got a demoman on my way out just to be a dick.
