You have to make it through BUDs training to become a seal. It's very intense so only the best make it through. I'm sure there are black seals and it is reasonable to ask why there aren't any in the movie, but to set a requirement would be ridiculous. If a person's tough enough to make it through BUDs they can be a seal. That's all there is to it.

The makers of the movie have a special relationship with the navy because they have always made the navys cool commercials. So they had some unique privileges while making it. Like real bullets , weapons and machinery. This movie has been years in the making. In its early stages it was just going to be a recruiting commercial.
