The whole notion is ABSURD! Gaza has been independently ruled ever since Israel pulled out of Gaza. Of course, Israel is controlling who/what goes in an out of Gaza (so does Egypt in Rafah for that matter!) now that Hamas is in charge since Hamas' charter clearly states that the ultimate goal is the destruction of Israel.
