Having long hair like that would make them look more civilian, and the thing ODSTs hated the most was to look civilian. You should read the novels. I remember reading that when one of the Spartans in the novels grew out their hair to only 3 cm, their drill instructer (this is when they were still in training) told her that she was starting to look like a civilian.
