You'll have to ensure more water to flow through the wheel channel and avoid it from flowing around the construction. So add wings to lead more water to the wheel channel and ensure a good stream to the wheel.
Laterly the blade design had to be adapted to a better design and the wheel channel hat to be shaped around the wheel blades, thus avoiding water from flowing around the wheel blades... this will improve the design

Good work keep it up!! Try to improve your design and see if you can attach a 12VDC alternator with an inverter and make some usable power.
