Desoto Bass is a public housing project. Courthouse Square is a common area that used to be a shopping district and a place where people could go to enjoy themselves. Thanks to great planning by our city commissioners, it has been turned into an RTA hub and place for miscreants to congregate. You will never revitalize the downtown area as long as you have that many troublemakers in one place. There is a police presence there for a reason, and it aint because people are going to work.
