Yes, but remember, Brutaka used to be a BoM lietinute before joining the Order. I think the Order would recrute someone like Kevtho if the need to.

Plus, the Order knew Kevtho hated Kojol and the rest of the Brotherhood, so they knew he would jump at an opprotunaty to rebel agianst them.
