u get the pokemon app when u go to the pal park after completing the elite 4 and prosseor oak or whatever he's called gives it to u

its not app it goa in bag with palpad and bick and what not

Its not an app its something you obtain when you see all 150 pokemon in sinnoh ! ( : and you get it from the proffesor
