McCain wants the money to go to buy mortgages for 50 cents on the dollar of what they are worth (the banks want to sell). And then refinance your mortgage at the lower fixed rate ie if you use to owe 100k you would now owe 50k with a fixed rate.

What does that mean? they would buy your mortgage at a lower rate then it is worth.
Then refinace you at a lower rate and cut the ammount you owe to what the government paid, In most cases at most half. (Ie if you have a 100k mortgage you'd owe 50k)
The great thing is the gov would get paid this money back, and it would keep you in your home!
