Paradigm's problem is that he's focusing on victory without properly thinking things through. If I was him, I would've sent my mutates on another mission while using humans to do the real work. (If he can control these sea creatures, surely he can make a control serum for humans.)

Why doesn't Paradigm just add human DNA to a shark? It would be the same as Slash, Slobster, Killamari, and Repteel.
(no, that's not what he did to Slamu, Ripster, Jab, Streex. he added shark DNA to them. . .my brain hurts now.)
