I know the area. There's a prison in the area, so the residents have to keep their guard up for break ins to begin with. Robbers would ring the doorbell while someone else breaks in the back door, others just robbed homes when the owner wasn't there.

I doubt the *ahem* larger cops are, but the one that says he's a bail enforcement agent probably means he's a bounty hunter. Sadly from what i've heard, a bounty hunter doesn't need a warrant to come in your home. The idea is that when a person puts an address down when they post bail they forfeit any privacy if they don't appear for court. So basically they can just bust the door down.
But just cause it's legal doesn't mean it's right. Also i don't know if the persons in question skipped court
