If your speed is falling below the range that you are paying for then you should call your internet provider to get that fixed. Could be a network issue from the server or a bad phone jk.
I find it difficult to believe that a. the latency is EXACTLY the same for both services, b. there is only 10ms to the test router, and c. cable is ABOVE the speed for which you pay. None of this smells right.
That P2P is not much, it limited up to 3.2 MB/sec downstream after shoots up to around about be 7 MB/sec in burst short then falls down to about around 3.1 MB/sec.
@Ikyuao Enlighten me, please: on what planet are you getting INTERNET SPEEDS of 100Mbs; it certainly is not Earth, unless you are at a test lab and 1 ft from the router.

I'm sorry but dsl is TERRIBLE. Mark me down if you want, doesn't make a difference. EVERY single person I have known with dsl no matter what the company hates it. Constant problems like disconnections, modems failing, terrible tech support. Even when they do "fix" the problem, it usually goes right back to the crap it was a few days later. I have had cable for 4 years and it rarely goes out. Even if it does, they usually fix it promptly. It is more expensive true, but you get what you pay for.
@Akujitsu I had Embarq/CentryTel DSL for half a year now, no problems at all, always fast. Only $50 a month, 5 Mbps download, 768 Kbps upload, good for me. The upload is faster than some cable internet!
I'd like to point out that when he did the DSL speed test, it said: Your Results - He was low, whereas other Bell Canada customers got over 70% faster then him. This states that he's on a LOW plan with Bell, therefore is unable to reach decent speeds.
However, Cable providers usually only offer speeds at the same level as DSL providers.
For example, Rogers in Canada offers up to 10Mbps in most areas. (Yeah, I know 50 in Toronto, but Bell offers 45 in Toronto as well. Bell Entertainment, look it up).
Bell offers up to 16Mbps in most areas, and up to 35Mbps in many areas now.
I'm testing right now 10mbps from cable against 5mbps of DSL. Downloading a 290mb file, DSL took 5 mins and Cable (with double the speed) took 27mins. This was during peak hours. I can download to a steady 500kbps in DSL, but cable goes up and down from 87kbps to 127kbps. For me DSL is better, it's true about the distance restrictions for DSL, but at the end your bandwidht it's yours, in Cable as soon as you go outside your house your bandwidht it's been afected by other users
that is true a more consistent speed from dsl modem not to mention the up loads speed that you can get from 12 mbps is out of this world from my 12 mbps dsl i get a 786 kbps up which matters when you are hoasting of playing games plus it is way cheaper
u need to call ur Internet provider to increase ur dsl speed,cause it happen to me too,I had a 5mbits connection in i was running in 1 or 2 mbits,so i call my provider and they make the correction.
Megabits and Megabytes are different. Your browser reports back in Kilobytes/Megabytes while the speeds they show which you are paying for are megabits. I think to get your actual speed, divide how much speed you are paying for by 8.9
