The people act normal because It's what they are use to. I lived in Japan for four years. Earthquakes are a daily thing. Not 9.0's but still, in the tall buildings every earthquake is felt. The buildings are made to sway also, it's so the building doesn't fall/collapse.

whats so strange is that it is so calm at the top of those buildings! With all that chaos and violent shaking going on at Ground Level these guys are just chatting away as if they are floating on a Yacht...."oh look at that....another earthquake today"
