Tool will always be more experimental and a musicians band in most aspects. APC is more lyrically driven and not as held down producing wise. Tool is quite rigorously filtered and controlled by Adam Jones, Justin Chancellor, Maynard James Keenan and Danney Carrey, hence why no Tool song will be available in a "Resident Evil Movie". I will always like Tool more than APC, not meaning APC not a great band though.
