An offensive foul could only happen in this situation if the defender jumped straight up to challenge the dunk. In this case the defender was on the ground. If anything it was a blocking foul.

Basically offensive fouls have to occur before the offensive player takes off. In this case Wallace got the all clear from air control well before Houston parked on the runway.

@sactokings2002 If the defender jumps it would NOT be offensive foul at all, the defender has to have set feet for a charge/offensive foul to occur.. if he jumps to challenge the shot and gets run over, that's his fault and contact from him, so it'd be a defensive foul.
