Fellas, try this when you meet any new person (including a cute girl). In the initial conversation, two people always make eye contact several times. For you, when this happens, and your eyes meet, do not look away until they do!! Every single time your eyes meet, be the last to look away. You are asserting yourself as the leader by doing this. Unless you're meeting a real alpha male, their body language almost always becomes more submissive.

yes there is an "eye" language illiteracy" it is a concern.. that is lacking in many peoples around the world not just looking a person in the eye when speaking but also different placements looks of the eyes in,flirtng conveying and getting across love,endearment,affection,seri­ousness,emotion,it goes far beyond the usual winking,crying,squinting in bright light and so on.

Looking at people in the eye in my country is a bad thing especially if you are talking to elders and that's why I'm having a bit of a problem maintaining eye contact with North Americans. But to me it seems like it's much easier to focus on one eye, but it still a problem because I know I faking the eye contact. Honestly, it could mean almost anything. He could really be sizing you up, trying to judge your taste in clothing or even your fitness based on your body shape. Or, he could simply be admiring your clothes, and looking for something to comment about.

Or he could very possibly be just looking away to avoid awkward eye contact with you.
