I would get really pissed, because if they don't get faster or safer to the call by blasting the siren (like here) it's just a rude annoyance, in my opinion.
I'm a big fan of quiet responding, we run sirens only if necessary, e.g. cars in front blocking or while crossing an intersection.
I think this is a more common-friendly and professional way of responding, we don't need to wake everyone up to show our siren.
